Where NENMCF Releases Go
Sheriff Curtis Skaggs's county office does not control NENMCF release records; NMCD is the state prison custodian.
Northeast New Mexico Correctional Facility holds state-sentenced prisoners under NMCD authority. It does not hold the ordinary Union County pretrial population simply because an arrest happened in the county. A state prisoner can leave NENMCF for community discharge, parole or probation supervision, treatment placement, another state facility, federal custody, or a jurisdiction that placed a detainer. A detainer is a notice that another agency may assume custody.
The destination matters. “Left NENMCF” is not the same as “free of custody or supervision.” A parole start means the person is outside prison while still subject to conditions. A transfer keeps the person confined elsewhere. A sentence discharge may end the correctional term, but the final record should be checked for any separate hold or duty.

Confirm a NENMCF Release
The NMCD Offender Search is the first public search for a sentenced person. Search by NMCD number when available, since names can vary. The form also accepts last name, first name, an age range, and status settings. Choose “Include Inactive” for a past NMCD record. Inactive is a broad database status, not a promise that the person entered the community.
- Search the correct identity by NMCD number or name and compare available identifiers.
- Use “Include Inactive” to avoid limiting the search to a current active record.
- Read custody and supervision data without treating disappearance as proof of release.
- Verify the location or legal status with NENMCF or the assigned Probation and Parole office, as NMCD directs.
- Request the final release or discharge record when documentary proof is needed.
Adult prison data updates nightly, and NMCD advises allowing up to 24 hours. P&P information is described as updating in real time. Technical problems or movement can cause a person to vanish from a view, so a missing result should never be treated as an actual release event.
The public search covers people incarcerated by NMCD or under its probation and parole supervision. It expressly excludes county and city detention records. This boundary is crucial in Union County because NENMCF and a VMDC detainee can both have a Clayton-area connection while belonging to different databases. A person held only at VMDC will not gain an NMCD prison record unless the case later places that person in state custody or supervision.
A projected date is planning data. Confirm release with the actual NMCD event, final record, and destination.

That state classification directs release searches to NMCD, not to VMDC or a Union County jail roster.
NENMCF Projected Release Dates
NMCD calls its forecast a Projected Release Date, or PRD. Offender Management Services calculates it from the judgment and sentence, presentence credit, earned or expected deductions, forfeited and restored time, lump-sum awards, amended judgments, and other file events. The record is audited before release. That process makes the PRD useful for planning but distinct from the date a person actually leaves NENMCF.
A PRD may move when expected credit is not earned, credit is lost for discipline, time is restored, a qualifying award is applied, or a court changes the sentence. Detainers, warrants, court disposition, parole terms, victim notices, and registry tasks also appear in NMCD's release checklist. Each can affect the path even when the sentence math appears complete.

NENMCF Good-Time Release Records
New Mexico Section 33-2-34 governs Earned Meritorious Deductions after presentence confinement is applied. The current statute permits maximum monthly deductions that differ by offense class. It provides four days per month for a serious violent offense and 30 days per month for a nonviolent offense, subject to the statute and the actual file.
Deductions may be lost through discipline or nonparticipation and may be restored in authorized circumstances. The statute also addresses qualifying lump-sum awards tied to programs and educational achievements. These are not automatic promises. The live statutory text and NMCD calculation control, and 2025 amendments make old summaries risky.
New Mexico does not state a universal “serve 85 percent” rule in that provision. Applying rough arithmetic to one class is not a release guarantee. Never use the state-prison formula for a county jail stay at VMDC, which follows its own judgment, court orders, credits, and custody record.
Note: Only the current NMCD sentence calculation can establish how earned deductions affect a particular NENMCF projected release date.
NENMCF Names and State Control
Older records may use “Clayton Correctional Center” or describe private operation. Current NMCD material calls the institution Northeast New Mexico Correctional Facility and identifies state management. The change can make two valid documents look as if they concern different places. Match the Clayton address, person, NMCD number, and dates before deciding that a historical record belongs elsewhere.

The current name should lead every new request, with the older name included only to help staff locate earlier records.

Request NENMCF Release Records
Use NMCD NextRequest, which the department identifies as its only regularly monitored online request avenue. A focused request can ask for the final release or discharge record, certified actual release date, type and destination, maintained offender photograph, and any releasable PRD-change or good-time record. Include the full name, NMCD number, date of birth if known, and a clear date range.
The NMCD IPRA notice lists Records Custodian Sharon Alexander, PO Box 27116, Santa Fe, NM 87502-0116, and 505-629-2583. Its stated fee is $0.25 per paper page no larger than 11 by 17 inches, $1 per page for records derived from inmate tablets, and actual cost for other media. Ask for native electronic format where it exists.
NMCD's search warning says Central Office, Constituent Services, and Records Bureau do not provide informal release-status updates. A records request serves a different purpose: it asks for an existing agency record. For current placement, follow the institution or P&P verification route. For broader county and federal paths, use the Union County released inmate lookup.
When the record indicates parole, separate the New Mexico Parole Board from the NMCD Probation and Parole Division. The Board conducts parole and revocation hearings and sets or reviews conditions. P&P supervises the person in the community. A hearing or grant is not physical release proof because an approved plan, signed conditions, and other holds may still affect the gate event. The institution entry and current supervision record must agree.
VINELink can add an event alert, but it is not a permanent discharge certificate. New Mexico's published notice currently describes an NMCD system upgrade that affects searches, new registrations, and most alerts while preserving existing release notifications. Check that live notice and use the institution, offender search, and final record while any interruption continues.
NENMCF Detainers and Transfers
A detainer can redirect a person from NENMCF to another county, federal custody, or immigration custody. The prison release entry should identify the destination or receiving agency when the releasable record contains it. That field prevents a false conclusion based only on the fact that the NMCD institution no longer holds the person.
For an ICE destination, use ODLS promptly. ICE limits its released-person coverage to 60 days after ICE custody ends. For a federal sentence, use the BOP Inmate Locator. A past BOP release date and no location is strong evidence that BOP custody ended on that date, but it does not rule out another custodian or supervised release.
For parole, confirm the assigned NMCD P&P office. A person may be outside the gate while still serving a supervision term. The final certificate of discharge, when issued after successful parole, answers a later question than the date of prison release.
